The datastore/backup debug helpers should always be available, they can help a lot in dire times, so making them available directly via the server package (alongside the manager CLI tool) is nicer for the user. Additionally, building a package can be quite time consuming in this repo, as some tools like dwarves and other debug symbol stuff has to scan the quite big rust binaries.
