add support for multi-line comments to node.cfg and the api, similar to
how pve handles multi-line comments

We rename those anyway for serialization so we do not need to bother
with spelling them in an non-idiomatic way just because i18n has it
like that.

- imported pbs-api-types/src/common_regex.rs from old proxmox crate
- use hex crate to generate/parse hex digest
- remove all reference to proxmox crate (use proxmox-sys and
proxmox-serde instead)

Factor out open_backup_lockfile() method to acquire locks owned by
user backup with permission 0660.

syncs behavior with both, the displayed state in the PBS
web-interface, and the behavior of PVE/PMG.
Without this a standard setup would result in a Error like:
> TASK ERROR: no acme client configured
which was pretty confusing, as the actual error was something else
(no account configured), and the web-interface showed "default" as
selected account, so a user had no idea what actually was wrong and
how to fix it.
