Wolfgang Bumiller 9f4962d396 introduce buildcfg module and PROXMOX_CONFIGDIR 
buildcfg.rs should contain convenience variables or macros
for using build-time configured variables

For now we replace hardcoded "/etc/proxmox-backup/<foo>"
with configdir!("<foo>").
