setting scrollable on the parent tab panel makes not much sense and
will always add a scroll bar that can scroll a few pixels, even if
there's enough space.
Rather set it to true (= auto) in the actual panels that hold the
content.
Also set a bottom margin so that users can see the "end" of the panel
at the bottom, otherwise it looked like it had a start and sides, but
no bottom.

Also rename "Options" to "Others", while it's not _that_ much better
it's slightly more intuitive than config -> options (which has some
redundancy)...

Mainly as Config -> Option is a weird name, Authentication has only
one obj. grid, the node options are only the http-proxy for now and
that is a sort of authentication, so good enough for me for now, but
should be rethought for 2.0 and/or once more node opts are added

add missing help buttons (question mark, top right) so that we are
consistent and each panel has it.

for now this isn't needed and would take quite a bit of effort to
match the API schema with PVE.
if there are a lot of requests at some point we can add it in.
